Ireland’s Tech Sector Leads Europe in Hiring Optimism for Q4 2025

Ireland’s technology sector is powering into the final quarter of 2025 with remarkable momentum. According to the latest ManpowerGroup Employment Outlook Survey, employers in IT & Tech report a Net Employment Outlook (NEO) of +43% — making it the most competitive and optimistic sector in the country. This represents a sharp increase from the +29% NEO recorded in Q3, signalling accelerating demand for tech talent as the year comes to a close.

Tech Hiring: A Market on the Rise

Ireland has already been identified as the most optimistic country in Europe for hiring this quarter, but the IT & Tech sector is clearly leading that charge. Employers are looking beyond replacement hiring, with nearly half of new roles (49%) driven by business growth, highlighting how technology continues to act as a growth engine for the Irish economy.

Key Findings for Tech in Q4 2025

  • IT & Tech hiring surge: NEO of +43%, up from +29% in Q3 — the sharpest increase across all sectors.

  • Pharma and Tech as twin drivers: Alongside pharma, IT remains a cornerstone of Ireland’s staffing demand.

  • Regional leaders: Munster leads the hiring outlook, with Dublin close behind, both buoyed by thriving tech clusters.

  • Talent crunch persists: Attracting qualified candidates remains the number one challenge, despite 70% of employers rating their hiring processes as efficient.

  • Retention focus: Companies are prioritising work–life balance strategies to hold onto top tech talent.

  • Large employers dominate optimism: Tech giants and larger enterprises (250+ employees) are most bullish about growth.

The Bigger Picture

As Ireland cements its place as Europe’s hiring leader for Q4, the technology sector’s performance underscores the country’s growing role as a digital hub. With demand soaring and competition for talent intensifying, employers are under pressure to innovate — from rethinking their talent pipelines to building stronger employer brands that appeal to skilled professionals both at home and abroad.

For tech professionals, this surge means more opportunities than ever. For employers, the race is on to attract, secure, and retain the best talent in one of the most competitive markets Ireland has ever seen.
